not by itself, but the plugins within the program do.
for instance...
a wave file recorded dry, and untouched at the same bitrate, and bit depth, and volume will sound the same in say... cool edit, as it will in a high end program like Sequoia, or Pyramix.
But once you try to adjust and make changes in the program to mix it, or apply compression, eq, panning, or any other function... that's when the differences in the programs will make themselves apparent.
