I wanna start mixing/making beats of my own and i was wondering is MPC the best to get, i noticed in the video section thats what everyone seems to use...bassicly whats the key equitment i need to buy to start off?

depends on what you want to use personally... alot of people use software... some use hardware some use a combo of both... best bet is go to a guitar center or other music store and check out the hardware etc. and get demo versions of fruityloops & reason... and just see what you like best.

i went to a place that has some used stuff, so i really dont even need the machines themselves?...i wanna make high qaulity beats...

Chances are software will produce better quality and keep that quality with no file compression whilst saving it as a project file. So quality isnt really a big deal... Itll be there if you want it to be there and if your processor and program your running can handle it.
Hardware (with some exceptions like the Yamaha Motif) dont store much in them... mainly just patches, sounds & effects. You need to run most through software to trigger sounds (through MIDI control) as most are actaully MIDI controllers.
I wouldnt recommend getting fx racks at this stage... keep it digital apart from some sort of controller like a drum machine (with some of these you need no software most of the time) or a midi controller which requires software.
